World Human Rights Cities Forum 2022
Following a successful collaboration in 2021 between ASEAN Youth Forum (AYF) and the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) in putting forward youth voices on the issue of human rights and climate change during the 2021 World Human Rights Cities Forum (WHRCF), AYF and RWI are collaborating once again to present strategies for the Participation of Youth in Climate Adaptation Plans during the 2022 WHRCF Youth Talk 2.0 session.
The World Human Rights Cities Forum (WHRCF) is held as an annual event in Gwangju, Republic of Korea, to realize the vision of becoming a human rights city since 2011. The Forum has become a gathering place to share the spirit of justice and community, the same values under which the citizens of Gwangju resisted against the ruthless oppression of the then military regime in May 1980. Within the WHRCF participants exchange experiences on challenges and achieve successes on human rights especially at the local level while expanding their own scope of understanding. Now, the Forum has become a major human rights event and distinctive platform for sharing and networking amongst human rights cities, human rights organizations, activists, and miscellaneous stakeholders in the area of human rights.
Prior to the Youth Talk Session, AYF and RWI organized 2 pre-event activities to build youth capacity and provide space for youth and operational officials to formulate their recommendations:
- Workshop: About Climate Adaptation Plans and Human Rights held on 1 October 2022
A capacity building session for youth to learn about climate adaptation plans better from experts including youth activists. This workshop featured a presentation on Human Rights and Climate Change Adaptation by Victor Bernard, RWI’s Programme Officer followed by breakout sessions where participants were able to learn and discuss with on the following topics:

- Youth engagement and the NAP process. (Energetic) by: Lamia Moshin, UNFCCC Climate Champions
- Youth participation in local adaptation plans. (Driven) by: Nicole Ponce, World's Youth for Climate Justice

A place where youth and panelists members consisting of local operational officials who are working directly on the National Adaptation Plan discussed the opportunities, challenges, and existing practices of youth involvement in the process to formulate a Collective Action Plan. The event was held hybrid, online via Zoom, and in person in Gwangju, Korea on 12 October 2022. The Youth Talk Session featured a presentation of recommendations from youth and representatives from Asia and the Pacific and a panel discussion to discuss the ways forward with Youth representatives from Southeast and South Asia, RWI representatives, and local government officials from Southeast and South Asia.
